2022 Community-Based Monitoring System (CBMS) National Rollout in BARMM

Cotabato City. The Philippine Statistics Authority (PSA) Regional Statistical Services Office in Bangsamoro Autonomous Region in Muslim Mindanao (RSSO BARMM) conducted the 2022 Community-Based Monitoring System (CBMS) National Rollout– Regional Training from 17 to 25 June 2022 at EM MANOR Hotel and Convention Center, Cotabato City. Participants were from PSA Regional and Provincial Offices, Ministry of Interior and Local Government (MILG), and Bangsamoro Planning and Development Authority (BPDA).

The implementation of the CBMS is in accordance with Republic Act No. 11315, with a primary aim:
a. To adopt a community-based monitoring system that generates updated and disaggregated data necessary in targeting beneficiaries.
b. To conduct a more comprehensive poverty analysis and needs prioritization.
c. To design appropriate policies and interventions.
d. To provide a mechanism for impact monitoring over time.
e. To provide information that will enable a system of public spending that warrants government allocation on areas and populace that are most wanting.
f. To establish a data collection, data sharing, and information management system which shall respect the fundamental human right to privacy, ensure data quality, and uphold data protection principles of legitimate purpose, transparency, and proportionality.
g. To establish a CBMS database at the national and city/municipal level; and
h. To generate relevant statistics at higher levels that will complement and supplement the local-level data.

Pursuant to Section 6 of the CBMS Act, PSA shall be the lead agency to implement the CBMS through the Community-Based Statistics Service (CBSS). The synchronized data collection will be conducted nationwide from 08 August to 05 October 2022.

Forty-six (46) Local Government Units (LGUs) have been identified by the PSA to be given financial assistance for CBMS operations this year by the government through PSA in BARMM.
