PSA-BARMM conducts Training on 2019 Functional Literacy, Education and Mass Media Survey
Philippine Statistics Authority in BARMM (PSA-BARMM) conducted the Second Level Training on 2019 Functional Literacy, Education and Mass Media Survey (FLEMMS) last 21 to 25 October 2019 at PSA-BARMM Regional Office, Cotabato City. A total of twelve (12) participants headed by Chief SOCD Mahmur H. Sarail, Provincial Statistics Officers of provincial offices of PSA-BARMM, together with the Regional/Provincial Focal Persons (R/PFPs), attended this training.
Aquessa L. Macud, Statistical Specialist II and RFP, and Noraya S. Dida-agun, Statistical Specialist II and PFP of PSA-Lanao del Sur served as the resource persons during the five-day training.
FLEMMS is a nationwide household-based survey conducted by the Philippine Statistics Authority (PSA) every five (5) years since 1989. The last round was conducted in 2013.
FLEMMS generates critical and essential data for administrators, planners and policymakers in the government and private sectors. The survey is one of the designated statistical activities of the PSA by virtue of Executive Order 352. FLEMMS generally provides a quantitative framework that will serve as basis in the formulation of policies and programs on the improvement of literacy and education status of population. In addition, FLEMMS is also conducted to estimate the proportion of the population 10 years old and over who are basically literate; to estimate the proportion of population 10 to 64 years old who are functionally literate and to determine their socio-economic characteristics; to determine the educational skill qualifications of the population in terms of formal schooling; and to determine the mass media exposure of the population.
The survey covers a national sample of about 45,000 housing units and about 144,000 respondents aged 10 to 64 years old. The ARMM now BARMM has 2,304 housing units and 2,508 household samples that were randomly selected to be interviewed. This was divided to the five (5) provinces in BARMM - Basilan (including Isabela City) has 551 household samples, Lanao Del Sur has 496 household samples, Maguindanao (including Cotabato City) has 641 household samples, Sulu has 394 household samples and Tawi-Tawi has 426 household samples. There are two types of Questionnaires used in the FLEMMS, namely: (1) Household Questionnaire (FLEMMS Form 1) and (2) Individual Questionnaire (FLEMMS Form 2). All household members aged 10 to 64 years old, regardless of their educational attainment, are eligible respondents for the FLEMMS Form 2, which should be accomplished by the eligible respondents themselves.
Enumeration of 2019 FLEMMS starts on 11 of November and ends on 06 of December 2019.
