PSA-ARMM conducts Training on the 2018 CPBI Phase 2 and IOSPBI
The Second Level Training on 2018 Census of Philippine Business and Industry (CPBI) and 2018 Input-Output Survey of Philippine Business and Industry (IOSPBI) was successfully conducted by PSA-BARMM on 18 to 22 of March 2019 at RSSO Conference Room, PSA-ARMM, Cotabato City. A total of 14 participants composed of OIC-Regional Director Razulden A. Mangelen, Chief SOCD Mahmur H. Sarail, Chief Statistical Specialists of PSA Field Office, Provincial Focal Persons and RSSO staff attended this training.
Ms. Soraya C. De Guzman, Supervising Statistical Specialist of Economic Sector Statistics Service – Services Statistics Division (ESSS-SSD) and Mr. Melchor Marcelino L. Olmos, Information Systems Analyst III of Information Technology and Dissemination Division – Systems Development Division (ITDS-SDD) as representatives from PSA Central office together with Mr. Naldo G. Pendaliday, Senior Statistical Specialist and the Regional Focal Persons of PSA – Regional Office served as the resource persons during the 5-day training.
The 2018 CPBI is one of the three national censuses being conducted by the Philippine Statistics Authority (PSA) as per Republic Act 10625 and a designated statistical activity as per Executive Order No. 352, series of 1996 and will be the 16th of the series of economic censuses in the country and preceded by those of 2012, 2006, 1999, 1994, 1988, 1983, 1978, 1975, 1972, 1967, 1961, 1948, 1939, 1918 and 1903. All existing establishments in the formal sector of the country that are engaged in economic activities as classified in the 2009 Philippine Standard Industrial Classification (PSIC), with a few exceptions, will be covered. The full cycle of the 2018 CPBI has 2 major phases these are: The 2018 CPBI Phase 1 which is the Conduct of Inquiry on the Basic Characteristics of Establishments for the Census Frame Preparation – this was conducted in 2018 and The 2018 CPBI Phase 2 which is the Conduct of the Census Proper – will be conducted this year. The 2018 CPBI Phase 2 involves the collection of information on employment, revenue, expense, capital expenditures, assets, enterprise links and other data relevant to the other establishments’ operation for the reference year 2018 and will cover establishments in the formal sector. Establishment with total employment of 20 and over will be covered on a 100% basis, while those with total employment of less 20 will be covered a sampling basis. The sampling frame to be used for the Phase 2 operation will come from the result of Phase 1. The 2018 Input-Output Survey of Philippine Business and Industry (IOSPBI) will be a rider of this census.
The 2018 IOSPBI is the 8th of the Input-Output (I-O) survey series conducted by the PSA and preceded by those of 2012, 2006, 2002, 1994, 1988, 1985 and 1979. The purpose of this survey is to collect detailed information on the revenue, expense and inventories by product of business and industries covered in the 2018 CPBI in order to build the input structure and to construct the distribution of output required in the compilation of the 2018 I-O Table. (I-O Table is a comprehensive, detailed and consistent presentation of the flow of goods and services in an economy for a specified period of time). The result of the IOSPBI will serve as the basis for the compilation of the 2018 I-O Table and this table will be used as benchmark for the overall revision and rebasing of the Philippine System of National Accounts.
