PSA-ARMM conducts 2nd Level Training on the Updating of the List of Establishments Machine Processing
The 2nd Level Training on the 2018 Comprehensive Updating of the List of Establishments (ULE) Machine Processing was successfully conducted last May 08 to 11, 2018 at the Conference Room, PSA-ARMM RSSO, Cotabato City. A total of 16 participants, composed of OIC-Regional Director Razulden A. Mangelen, SOCD Chief Mahmur H. Sarail, Senior Statistical Specialist Naldo G. Pendaliday, provincial focal persons, machine processors and RSSO staffs, attended this training. It was headed by Ms. Marilou A. Gorospe, Statistical Specialist II, as the Regional Focal Person; accompanied by the Ms. Redempta Velilla, Senior Statistical Specialist under the Service and Industry Census Division of PSA-Central Office.
The CBPI Phase 1 or the 2018 Updating of the List of Establishments (ULE) involves comprehensive updating thru door-to-door canvassing and conduct of inquiry on the status and basic characteristics of the establishments listed in the Statistical Business Register (SBR) and to add information for new establishments or those which are not yet listed in the SBR. This is undertaken primarily to provide an updated and reliable frame for the establishment and enterprise – based surveys and census, specifically, the upcoming 2018 Census of Philippine Business and Industry (CPBI).
The 2018 ULE adopted the use of the tablet-based Establishment Inquiry Application (ULEApp) and the Business Register Integrated Monitoring and Processing System (BRIMPS) in the operations.
Machine processing will be done after the updated establishment records are uploaded to the BRIMPS. It includes the processes of coding, matching of entries, checking for duplicates and validation of uploaded records. Machine Processors (MPs) are hired to do these processes. Team Supervisors (TSs) for machine processing are also hired for provinces with large workload to assist the provincial ULE Focal Person in monitoring and supervision of machine processing activities and to do other processes as defined in the manual.
Data Review and Validation will be done in the provinces by the regular provincial staff after machine processing. These will involve: review and comparative analyses of summary distributions from the original and updated materialists; and, the review of changes or updates done and/or revalidation of records, if necessary. Through this process, the provincial staff will be able to assess whether the distributions of establishments by characteristics based on the updated ULE Barangay masterlists are reasonable or not.
Ms. Gorospe presented Chapter 1 (Introduction) and 2 (The Business Register Integrated Monitoring and Processing System (BRIMPS)). Ms. Velilla, on the other hand, discussed Chapters 3, 4 and 5 (The 2018 ULE Manual Processing, Provincial Data Review and Validation, and The ULE Progress Report and Status Monitoring Module) including the 2009 PSIC Familiarization. Ms. Gorospe facilitated the hands-on training after all the chapters are discussed.
Provincial LEs based on the updated SBR will be generated. This will be reviewed prior to the generation of the 2018 CPBI frame on February 2019 and the Final 2018 LE and statistical tables by end of June and July 2019, respectively.
