PSA-BARMM, UNICEF discuss child statistics of BARMM
Martin Porter of the United Nations Children’s Fund (UNICEF) paid courtesy visit to OIC-Regional Director Razulden A. Mangelen of PSA-BARMM last 06 March 2020 at PSA-BARMM Regional Office, Cotabato City.
Porter discussed to OIC-RD Mangelen the plans and initial actions of his organization in strengthening the child statistics in BARMM. According to him, the Community-Based Monitoring System (CBMS) in the local government units (LGUs) can be a good source of data on children. They have coordinated with the Department of the Interior and Local Government (DILG) for the assistance in coordinating with LGUs. UNICEF will also be assisted by the Philippine Statistical Research and Training Institute (PSRTI) in the development of statistical methodologies. Porter now seeks partnership with the Philippine Statistics Authority (PSA) for the same matter.
UNICEF has already developed methodologies for a number of Sustainable Development Goals (SDGs) under Tier 2 and Tier 3. Collection of data was piloted in Valenzuela City. Porter proposed to the Ministry of the Interior and Local Government (MILG) to conduct the same activity in BARMM. OIC-RD Mangelen agreed to this. According to him, CBMS is also set to be assigned to PSA in the following years. He is proposing it to be piloted in BARMM due to the existence of different LGU classes in the region. UNICEF will wait for the signing of the Implementing Rules and Regulations (IRR) of CBMS before the implementation of their instrument to selected areas.
OIC-RD Mangelen thanked Porter and UNICEF for giving BARMM an opprtunity to develop and enhance its database for child statistics. Both parties are looking forward to further discuss this matter with the Office of the Chief Minister of BARMM and other concerned agencies.
