PSA, BARMM strengthen ties for official statistics
Philippine Statistics Authority (PSA) and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) committed to strengthen partnership to ensure generation of quality statistics for the region. This was the result of the conversation between the two parties during the courtesy visit of PSA Team to the Office of the Chief Minister (OCM) of BARMM last 17 February 2020 at the Bangsamoro Government Center, Cotabato City.
On behalf of Dr. Dennis S. Mapa, National Statistician and Civil Registrar General (NSCRG) of PSA, Atty. Maqtahar L. Manulon, OIC-Deputy National Statistician (DNS) of PSA Civil Registration and Central Support Office (CRCSO), led the PSA Team. The team was also composed of Fred Sollesta, OIC-Assistant National Statistician (ANS) of PSA Civil Registration Service (CRS); Joseph P. Cajita, Chief of PSA Population and Housing Census Division (PHCD); Razulden A. Mangelen, OIC-Regional Director (RD) of PSA-BARMM; Provincial Statistics Officers (PSOs) of PSA-BARMM Provincial Offices; and other employees of PSA.
On the other hand, Executive Secretary Abdulraof A. Macacua represented Chief Minister Ahod B. Ebrahim. Executive Secretary Macacua, together with Cabinet Secretary Mohd Asnin K. Pendatun and Assistant Executive Secretary Abdullah M. Cusain welcomed the guests from PSA.
DNS Manulon emphasized the importance of official statistics for the newly established regional government. He also appealed for partnership and assistance from BARMM in coordinating with the Local Government Units (LGUs) which play significant role in the data collection of PSA. According to him, the assistance of BARMM will help PSA in penetrating and maximizing data coverage even in areas controlled by Bangsamoro armed-groups. Moreover, DNS Manulon stated that the government should promote evidence-based decision-making, that is the use of statistics to support requests to the Department of Budget and Management (DBM) and other funding agencies.
OIC-RD Mangelen shared that PSA-BARMM will be releasing the official poverty statistics of ARMM for 2018 in the following day, 18 February 2020 at Alnor Convention Center, Cotabato City. OCM is also invited in that forum as an honored guest. OIC-RD Mangelen also enumerated the upcoming major activities of PSA in 2020 which include the conduct of 2020 Census of Population and Housing (CPH) and launching of Philippine Identification System (PhilSys).
According to Division Chief Cajita, the enumeration for 2020 CPH nationwide will start on 04 May 2020. This is will be a month-long data collection, in partnership with the Department of Education (DepEd) as selected public school teachers shall serve as Enumerators and Supervisors in this activity. The results of this activity is expected to be released in December 2020 upon approval of the President of the Philippines.
Moreover, OIC-ANS Sollesta appealed to the BARMM government to push the local civil registrars (LCRs) in the region to submit their civil registration reports and vital documents to PSA on time. In response to this, Executive Secretary Macacua said that his office will give directives to the Ministry of the Interior and Local Government (MILG) concerning civil registration matters.
Executive Secretary Macacua expressed his gratitude to PSA for discussing issues on statistics and civil registration in BARMM. He committed the full support of BARMM to the endeavors of PSA in the region. OCM recognizes the importance of a reliable and truthful data for the envisioning of Moral Governance.
