Philippine Statistics Authority (PSA) and Ministry of Basic, Higher and Technical Education (MBHTE) of BARMM, represented by OIC-Regional Director Razulden A. Mangelen and Minister Mohagher M. Iqbal, respectively, signed the Memorandum of Agreement (MOA) for hiring of public school teachers for the conduct of the 2020 Census of Population and Housing (2020 CPH) in BARMM last 05 March 2020 at MBHTE, Bangsamoro Government Center, Cotabato City.

PSA will conduct 2020 CPH in May this year. This is the complete enumeration of the country’s entire population, including its demographic, social, economic and cultural, as well as housing structural characteristics. This statistical activity requires the services of about 112,000 census workers nationwide, that is more or less 3,000 census workers in BARMM, to serve as Census Area Supervisors (CAS), Team Supervisors (TS) and Enumerators (EN). In relation to this, Section 7 of Batas Pambansa (BP) Bilang 72, which mandates the taking of an integrated census every 10 years, states that public school teachers shall be employed for enumeration work.

MBHTE will provide to PSA the list of proposed teachers in accordance with the standards set by the latter. After thorough evaluation, PSA will designate the census personnel either as EN, TS or CAS. They will also undergo trainings on concepts and definitions, procedures of census taking and report preparation in accordance with the standards and guidelines set by PSA.

Moreover, this MOA also details the scope of the agreement, obligations of the parties involved, selection of personnel, monitoring of reports and confidentiality, among others.

PSA is also set to spearhead the convening of the Regional Census Coordinating Board (RCCB) in BARMM before the beginning of the census.
