PSA-BARMM presents products and services to RMC

OIC-RD Mangelen presents products and services of PSA to RMC.

Razulden A. Mangelen, OIC-Regional Director of PSA-BARMM, presented the products and services of the Philippine Statistics Authority (PSA) to the members of the Regional Management Committee (RMC) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) during the committee’s meeting last 09 October 2019 at Alnor Convention Center, Cotabato City. The committee was presided by Minister Mohammad S. Yacob of the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR).

This meeting aims to strengthen collaboration and enhance organizational efficiency in the implmenetation of various programs, activities and project within the region. The member agencies were requested to share their valuable inputs towards strengthening the committee’s linkages. Each agency prepared a brief presentation of their updates on programs and projects, including issues and concerns.  

OIC-RD Mangelen introduced PSA, including its mandates and brief history. He also presented the products and services of the agency highlighting the statistical activties under agricultural and fisheries sector. He presented a total of 11 activities of PSA generating agricultural statistics, namely 1) Agricultural Labor Survey, 2) Palay and Corn Production Survey, 3) Crops Production Survey, 4) Backyard Livestock and Poultry Survey, 5) Survey of Slaughterhoueses and Poultry Dressing Plants, 6) Quarterly Municipal Fisheries Survey, 7) Quarterly Aquaculture Survey, 8) Quarterly Commercial Fisheries Survey, 9) Farm Prices Survey (FPS), 10) Wholesale Price Survey, and 11) Retail Price Survey. OIC-RD Mangelen also enumerated the indicators generated by each statistical activity.

Inconsistency of data on production reported by PSA and MAFAR has always been an issue not just in the region, but also at the national level. The committee recommended harmonization of data of all concerned agencies, including local government units (LGUs). According to them, PSA must conduct consultation-workshop first before finalizing the data on agriculture. This issue should be resolved as soon as possible. The issues on timeliness of report submission and level of disaggregation of data were also raised to the committee during this meeting. 

OIC-RD Mangelen recommended the submission of administrative data of MAFAR to PSA before the conduct of quarterly data review to serve as auxiliary indicator during data validation. PSA conducts Provincial Data Review (PDR) and Regional Data Review (RDR) on agricultural statistics every second and third week of April, July, October and December, respectively.  

The upcoming activties of PSA were also presented to the committee. This includes the conduct of the 2020 Census of Population and Housing (CPH), implementation of Philippine Identification System (PhilSys), and strengthening of Community-Based Monitoring System (CBMS) Act.
