PSA-BARMM Financial Personnel 2019 AGAP Annual Convention
Financial personnel of PSA-BARMM attended the Association of Government Accountants of the Philippines (AGAP) 2019 Annual National Convention with the theme “Linking Financial Resilience and Good Governance,” last 23 to 26 October 2019 at Iloilo Convention Center, Iloilo City.
PSA Team was composed of Cayang M. Macud, Chief Administrative Officer; Rufaidah T. Ibrahim, Accountant III; Soraida A. Ambor, Administrative Officer III; Normeena H. Arab, Administrative Officer I; Mohammad-Aquil T. Ulama, Administrative Officer I; and Asrafhiya A. Diamel, Administrative Aide VI of PSA-BARMM, together with provincial Bookkeepers, namely, Rowaisah L. Bonsalagan of PSA-Lanao del Sur and Kreemzesa D. Mutala of PSA-Sulu.
The first day of the convention was allotted for the opening ceremonies. Mayor Oscar Moreno welcomed the participants, while Wendel E. Avisado, Acting Secretary of Department of Budget and Management, delivered the Keynote Address. Tina Rose Marie L. Canda, AGAP National President, also read the President’s Message. Moreover, the awarding ceremonies for Outstanding Accounting Office for CY 2018.
The convention was composed of several topics. Winnie Rose H. Encallado, Assistant Commissioner of Commission in Audit (COA), discussed Common Audit Observations: Understanding and Addressing the Misconceptions. This was followed by the presentation of Rosalia V. De Leon, Bureau of Treasury (BOT), on Cash Monitoring Policies of the BOT and How Flexible Is It? The topic on Procurement Planning and its Key Role in Early Procurement was presented Rowena Candice M. Ruiz, Executive Director of Government Procurement Policy Board – Technical Support Office (GPPB-TSO).
Usec. Renato U. Solidum, Jr., Officer-in-Charge of PHIVOLCS-DOST, presented The Big One: Are We Ready For It?. Moreover, Usec. Ferdinand B. Cui, Jr., Acting Head of the Presidential Management Staff, lectured on Continuity Plans and its Cost in the Aftermath of a Disaster. This was followed by the report on Transitioning to Federalism: Issues and Concerns by Usec. Johathan E. Malaya of Department of the Interior and Local Government (DILG). Director-General Alex Paul I. Monteagudo of the National Intelligence Coordinating Agency (NICA) talked about the Extremism and External Threats: What is the Greater Challenge? Discussion on the last day of the convention focused on Personal Financial Literacy and Summary of Proceedings/Review and Resolution of Issues.
