PSA-BARMM employees attend Training on Barangay Civil Registration and Documentation System
Naldo G. Pendaliday, Senior Statistical Specialist of PSA-BARMM, together with Efren P. Maido, Registration Officer II of PSA-Maguindanao, and Abulkhair P. Ditucalan, Registration Officer II of PSA-Lanao del Sur, represented the Phlippine Statistics Authority (PSA) during the Training on Barangay Civil Registraton and Documentation System (BCRS) conducted by Plan International last 12 to 13 July 2019 at Hotel Alemania, Iligan City.
Maido introduced the Civil Registration in the Philippines. He discussed its legal bases, fundamental concepts and principles, as well as its importance and uses. This was followed by Ditucalan’s lecture on the Barangay Civil Registration System (BCRS). He introduced the system’s goals, objectives and legal bases. He also discussed its establishment and roles of its stakeholders, then illustrated the process flow of BCRS. Lastly, Ditucalan discussed some of the future activities of PSA for civil registration.
Pendaliday presented the Common Barriers and Bottlenecks in Registration in BARMM. This consists of the issues and challenges that the Bangsamoro People experience in securing civil documents. Unstable peace and order situation tops the list, followed by the prevalence of low educational attainment, poverty and lack of awareness on the importance of such documents.
On the last part of the training, Maido facilitated a workshop on the accomplishment of Certificate of Live Birth (COLB).
PSA Team also alltended and witnessed the ceremonial hand-over of the Birth Certificates that were processed by Local Civil Registrar of Marawi City for the chilren in Barangay Dulay Proper, Marawi City last 14 July 2019 at Barangay Hall of Dulay Proper, Marawi City.
