PSA Team pays courtesy visit to Tawi-Tawi

PSA Officials, headed by Usec. Lisa Grace S. Bersales, together with the officials of the Province of Tawi-Tawi.

PSA Officials and staffs, led by Usec. Lisa Grace S. Bersales, National Statistician and Civil Registrar General of the Philippine Statistics Authority (PSA), paid a courtesy visit to the Office of the Provincial Governor of Tawi-Tawi last January 10, 2018 in Bongao, Tawi-Tawi to discuss about issues and concerns pertaining to statistics and civil registration of the province.

Officials of Tawi-Tawi, headed by Atty. Mandutong S. Jumianjang, Jr., Provincial Legal Officer, raised issues on civil registration, specifically of the Muslim population in the province. Atty. Maqtahar A. Manulon, Regional Director of PSA-XII emphasized that civil registration policies implemented in Tawi-Tawi and in ARMM as a whole must be specific to the region’s nature and culture. Mr. Razulden A. Mangelen, Provincial Statistics Officer (PSO) of PSA-Maguindanao, stated that the uniqueness of Muslim policies has been recognized as indicated in the Presidential Decree No. 1083 which was enacted to exempt Filipino Muslims from the civil laws which do not coincide with Islamic laws. However, many residents and even the Municipal Civil Registrars (MCRs) themselves are not yet fully aware of this and there is no Shari’a Court in the municipalities (except Bongao) to cater this right. PSO Mangelen suggested that the Muslims may register at the MCRs, but their case must be annotated.

Usec. Bersales announced that the National ID System will be implemented this year. This will include the basic information about the individual based on his/her Certificate of Live Birth. Thus everyone must be encouraged to register to avail the National ID. The first phase of implementation will prioritize the senior citizens, 4Ps beneficiaries, and PhilHealth members.

Moreover, Usec. Bersales also stated that PSA will be conducting the 2018 Family Income and Expenditure Survey (FIES). This will be the primary basis of PSA in the computation of official poverty statistics. The PSA Team requested for the local government’s support and commitment in encouraging their people to participate in this survey. FIES and other statistical activities of the PSA will also provide job opportunities to the labor force of Tawi-Tawi during the enumeration.
